La Communauté Economique des Etats de l’Afrique de l’Ouest (CEDEAO) a reçu un don de la
Banque Mondiale pour la mise en œuvre du projet « Projet Régional d’Accès à l’Electricité Hors
Réseau (ROGEAP) », et a l’intention d’utiliser une partie du montant pour des services de
consultant.
Les services de consultants (« les services ») comprennent la préparation et la soumission des livrables suivants au Comité de pilotage du projet pour approbation et transmission à l’IDA :
• Projet de stratégies de communication et de plaidoyer pour accroître la notoriété de ROGEAP auprès des partenaires, des médias et du public ; les stratégies doivent être alignées sur le Système de Gestion des Risques Sociaux ;
• Rédiger des politiques de publication et de communication pour le ROGEAP conformes au Système de Gestion des Risques Sociaux ;
• Mise en place et fonctionnement du site web de ROGEAP, et gestion continue du site web (avec le soutien des services informatiques) ;
• Rapports annuels de communication sur les activités médiatiques et les événements publicitaires.
L’objectif global est d’assurer la visibilité, la formulation et la mise en œuvre des stratégies de communication et de plaidoyer pour accroître le statut et la sensibilisation du ROGEAP auprès des partenaires, des médias et du public.

La Commission de la CEDEAO invite les Consultants individuels éligibles (« Consultants ») à
manifester leur intérêt à fournir les Services. Les Consultants intéressés doivent fournir des informations démontrant qu’ils ont les compétences requises et l’expérience pertinente pour
exécuter les Services.
Les critères de présélection sont les suivants :
Qualification
• Diplôme de Master d’une université réputée en communication de masse et journalisme,
études des médias, stratégie de communication, communication pour le développement
ou toute autre discipline pertinente ; un diplôme supérieur serait un avantage
Expérience et compétences
✓ Au moins 5 ans d’expérience significative dans la production de kits de communication
destinés à la promotion des activités d’une organisation ou d’un programme, de
préférence une organisation de développement et/ou un programme multi-pays.
✓ Compétences avérées en matière de communication technique.
✓ Expérience significative dans l’utilisation d’ordinateurs et de logiciels de bureautique
(MS Word, Excel, PowerPoint, etc.) et dans la conception graphique.
✓ Expérience dans l’utilisation de Systèmes de Gestion basés sur le web.
Note : Les citoyens des Etats membres de la CEDEAO sont particulièrement encouragés à

Projets d’Investissement FPI’’ Novembre 2020 de la Banque mondiale (« Règlement de passation des marchés ») qui énonce la politique de la Banque Mondiale en matière de conflits d’intérêts dans
le cadre des services de consultance.
Un Consultant sera sélectionné conformément à la procédure de sélection des consultants individuels décrite dans le « Règlement de passation des marchés pour les emprunteurs de l’IPF » Novembre 2020
(« Règlement de passation des marchés »).

The Economic Community of West African States (ECOWAS Commission) has received
financing from the World Bank toward the cost of the Regional Off-Grid Electricity Access
Project (ROGEAP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the preparation and submission of the following
deliverables to the Project Steering Committee for approval and onward transmission to IDA:
• Draft communications and advocacy strategies to increase the standing and awareness of
ROGEAP with partners, the media and the public; the strategies should be aligned with the Social Risk Management system;
Draft policies on publishing and communications for ROGEAP which are aligned with the
Social Risk Management system;
• Up and running ROGEAP website, and continuous maintenance of contents of the website (with
support from IT services);
• Annual Communication Reports on media activities and publicity events.
The overall purpose is to ensure the visibility, formulation and implementation of the
communications and advocacy strategies to increase the standing and awareness of ROGEAP with
partners, the media and the public.

The ECOWAS Commission now invites eligible Individual Consultants (“Consultants”) to
indicate their interest in providing the Services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant experience to perform the
Services.

✓ A Master’s degree from reputable university in Mass Communications Journalism,
Media Studies, Communications Strategy, Development Communication or relevant
discipline; A higher degree will be an advantage.
